Empty Cartridges & Pods: “It's Just Glass and Metal” Won't Fly
Hardware sellers assumed they were safe — nothing consumable, nothing psychoactive, often pure B2B. The notice disagrees: parts and refills are named categories. An empty 510 cart is a part. Deadline: July 7, 2026.

What the “parts” language covers
- Empty 510-thread cartridges (glass, ceramic, all coil types)
- Refillable pods and empty disposables (CCELL-style and clones)
- Tanks, atomizers and drip tips
- Replacement coils and wicks
Why B2B doesn't exempt you
Shopify's policy doesn't distinguish wholesale from retail — a listing is a listing. If your storefront (even password-protected) offers ENDS parts, it's in scope. The AG coalition specifically targeted the infrastructure of vape distribution; empty-hardware wholesalers are that infrastructure by definition.
Hardware categories and their status
| Item | Policy class | After Jul 7 |
|---|---|---|
| Empty 510 carts | Parts | Banned |
| Refillable pods / tanks | Parts / refills | Banned |
| Coils, wicks, atomizers | Parts | Banned |
| Child-resistant packaging | Not ENDS | Allowed — but a fraction of your catalog |
The wholesale migration profile
Hardware wholesalers are heavy: thousands of SKU variants (resistance, capacity, thread, packaging counts), tiered pricing, net-terms customers, freight rules. WooCommerce + B2B extensions handle all of it, and it's precisely the profile where owning your platform pays back fastest — hosted B2B plans are expensive rent for a category that keeps getting banned.
What we move in 48 hours for hardware sellers
- Full variant matrices with SKUs, barcodes and stock levels per warehouse
- Customer-specific and tier pricing (Woo B2B pricing engine)
- Quote/net-terms workflows and tax-exempt certificates
- Bulk-order forms your buyers already know
One honest note: wholesale accounts with custom pricing sometimes push past 48 hours by half a day — we tell you upfront if your matrix is that beast. The plan, hour by hour.

Quick answers
Empty glass carts have no substance in them. How are they banned?
The notice explicitly bans 'parts and refills.' An empty 510 cart is a part; contents were never the test.
Does the ban hit password-protected wholesale storefronts?
Yes — a listing is a listing under the ToS, wholesale or retail.
Can WooCommerce replicate my tiered B2B pricing?
Yes — customer-specific and tier pricing, net terms, quote workflows and tax-exempt handling are all part of the standard B2B build.
We only sell to licensed businesses with resale certs. Exempt?
No — the ToS has no B2B carve-out. Your compliance is real; the category prohibition doesn't care.
Do carts with CCELL-style branding create extra risk?
Known hardware vendor names were a matching signal in the 2025 sweep, so branded catalogs get flagged faster — one more reason not to run out the clock.
Can Woo handle MOQ and case-pack quantities?
Yes — minimum order quantities, case multiples and per-tier price breaks are standard in the B2B build.
